CinemachineVirtualCamera rotation speed changes when VSync is turned off
Reproduction steps:
1. Open the attached “cinemachine-repro.zip“ project
2. Open “SampleScene” scene
3. Enter Play mode and move mouse cursor around the Game window
4. Observe Game window
5. Exit Play mode and turn VSync off
6. Repeat steps 3-4
Expected result: CinemachineVirtualCamera rotation speed does not change when VSync is turned off
Actual result: CinemachineVirtualCamera rotation speed changes when VSync is turned off
Reproducible with: 2.9.5 (2020.3.46f1, 2021.3.20f1, 2022.2.9f1, 2023.1.0b7, 2023.2.0a5), 3.0.0-pre.4 (2023.1.0b7)
Reproduced on: macOS Monterey 12.6 (Intel)
Note: Couldn’t verify if the issue is reproducible in Builds due to not being able to check if VSync is off
