Cinemachine Free Look Camera's speed is affected by the framerate when Axis Control Speed is set to Input Value Gain
Reproduction steps:
1. Open the attached "1382575.zip" project
2. Open the "CinemachineRepro" Scene
3. Go to File > Build And Run
4. In the Build click "0" on your keyboard and move your mouse down and then up
5. In the Build click "1" on your keyboard and move your mouse down and then up
Expected result: Both of the times the camera moves at the same speed
Actual result: The camera moves slower the second time
Reproducible with: 2.9.0-pre.6 (2019.4.36f1, 2020.3.30f1, 2021.2.15f1, 2022.1.0b11, 2022.2.0a7)
