Changing through Settings and Preferences sections with the Arrow Keys locks up after clicking empty area in either Window
How to reproduce:
1. Open or create a Unity Project
2. Dock the "Settings" and "Preferences" Windows together in a separate Window
3. In the "Settings" Window, click on an empty grey area of one of the sections
4. Switch to the "Preferences" Window, attempt to use arrow keys to navigate the sections
5. Notice how the arrow keys no longer work for navigation
Expected result: You can still change through sections by using the arrow keys
Actual result: The Window other than the one's grey area you clicked on is now unresponsive to arrow keys
Reproducible with: 2018.3.0a7, 2018.3.0b8, 2019.1.0a1, 2019.1.0a7
Could not reproduce with: 2017.4.0f1, 2017.4.13f1, 2018.1.9f2, 2018.2.12f1, 2018.3.0a1, 2018.3.0a6
Notes: This works both ways and you can have both Windows locked up at the same time
