Changing the Architecture in the Build Settings breaks the Package Manager Window
How to reproduce:
1. Create a new project
2. Open the Build settings and Package Manager windows
3. Change the architecture settings
Expected result: Changing the architecture does not have an effect on the PM window
Actual result: Changing the architecture breaks the PM window
Reproducible with: 2019.3.0a11
Not reproducible with: 2018.4.5f1, 2019.1.13f1, 2019.2.0f1, 2019.3.0a10
