[Encoding/compression] Changing "Lightmap Encoding" setting does not take effect unless one nukes Library restarts
To reproduce:
1. Open the project in case 1195549,
2. Edit File->Build Settings...->Player Settings...->Player->Lightmap Encoding, and set it to Normal Quality or High Quality
Notice that changing the setting does not actually make any visible change in the cube object in the scene. Then close editor, delete Library/ and reopen. Now observe that the visual appearance of the cube lightmap has changed, according to screenshots shown in bug 1195549. (note that if bug 1195549 is fixed, changing between Normal and High Quality is not expected to any longer produce such a noticeable visual difference, which can mask reproing the effect of this bug)
