CHANGE_WIFI_MULTICAST_STATE permission is added when using Multiplayer HLAPI
Steps to reproduce:
1. Open user-supplied project
2. Build for Android
3. Inspect the Android/Unity Manifest file in Temp->StagingArea
Expected: no CHANGE_WIFI_MULTICAST_STATE permission is present
Actual: CHANGE_WIFI_MULTICAST_STATE permission is present
Reproduced in: 2019.2.21f1, 2019.3.4f1, 2020.1.0a26, 2020.1.0a1

Resolution Note:
The CHANGE_WIFI_MULTICAST_STATE is added to the manifest when part of the package is referenced in user code. If part of the package is not referenced; it will be stripped and so the permission will not be added. This is by design.
