Can't change OpenXR settings when switching Build Profiles
How to reproduce:
1. Create and open a new Unity project
2. Open File>Build Profiles
3. Add 2 Build Profiles
4. Switch between Build Profiles
Expected results: OpenXR settings are changed
Actual results: OpenXR settings are not changed
Reproducible with: 6000.0.31f1, 6000.1.0a8
Could not test with: 2021.3.46f1, 2022.3.52f1 (no Build Profiles)
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
