Can't add references to package manager asmdef files from the editor
To reproduce:
1. Create a new Assembly Definition file
2. In the Inspector, try adding a reference
3. Observe that you cannot add references to asmdef files that were installed with packages via package manager
Expected: it should be possible to add references to asmdef files that were installed with packages
Workaround: manually edit the .asmdef file to add the references
Reproduced in 2017.3.1p4, 2081.1.0b10, 2018.1.0b11, 2018.2.0a4

It's still not impossible to reference TMPro in asm def. in Unity 2018.2.7f1.

I can also still reproduce this issue with the latest stable 2018.2.0f2.

Tested on version 2018.2.0b10. Still no success. Even manually entering the reference. "AssemblyDefinitionException: Reference assembly definition file 'Packages/com.unity.textmeshpro/' not found"

I just downloaded the last version (2018.1.6f1) and the issue is still there. I couldn't make the workaround too. I'm trying to include the TextMeshPro too.
