Render Graph Viewer Resource list becomes shrunk after using a filter that yields no results
*Steps to reproduce:*
1. Create a new HDRP 3D Template project
2. Open Render Graph Viewer window via Window -> Analysis
3. Set the Resource filter to Nothing
4. Set the Resource filter to Everything
5. Observe the Resource List tab
*Actual results:* The Resource List becomes shrunk and only displays a fraction of the list
*Expected results:* The Resource List appears the same way as before setting the Filter to nothing
*Reproducible with versions:* 6000.0.0b11, 6000.0.1f1
*Not reproducible with versions:* 2021.3.38f1, 2022.3.28f1, 2023.2.18f1, 2023.3.0b10
*Tested on (OS):* macOS 14.4.1

* The issue is not completely consistent. If it does not occur, repeat steps 3-5
