[Mac] Cannot toggle between two Unity windows
Steps to reproduce :
- create a new project
- have 2 undocked windows
- press cmd + ` to switch between the windows and notice that it doesn't work
*Note :
Also notice that the undocked window will always be in the foreground on top of the main window.

This report says "Fixed in Unity 2018.1" but I'm facing the same problem in Unity 2018.2.3f1.
I used to hit Cmd+1 or 2 to switch between the Editor and undocked Game windows. Now the undocked Game window stays on top all the time.

I have noticed this in 2017.3.1p3. undocked windows stay on top when in previous builds if I clicked on the scene or game view or anything in the 'main' editor window the undocked window would go to the back. As groundcombo mentioned above, this make laptop use very difficult as I have to dock all of the editor windows I use.

Seen in 2017.3.1f1. Makes it difficult to work on a laptop with limited screen space.
