Cannot scroll up/down a Frame Debugger event panel when mesh preview is open
Reproduction steps:
1. Open the “MeshPreview“ project and the “SampleScene“ scene
2. Open Frame Debugger and click “Enable”
3. Select the “Draw Mesh Sphere” event and open “Mesh Preview”
4. Position the cursor outside the mesh preview section and scroll up/down
Expected result: the panel scrolls up/down
Actual result: the mesh preview zooms in/out
Reproduced in: 2022.2.7f1, 2023.1.0b5, 2023.2.0a3
Could not test in: 2020.3.45f1, 2021.3.19f1 (no scrolling nor zooming)
Reproduced using: macOS 13.0.1 (Intel), Windows 10 (by reporter)
