Cannot move/rotate/scale static objects in prefab mode when playing
Reproduction steps:
1. Open attached project "LinxuPrefabBugs_2019_4.zip"
2. Enter Play Mode
3. In Project window, select Assets/Cube.prefab and open it for editing
4. In Scene View, attempt to move, rotate and scale the Cube GameObject
Expected result: You are able to move, rotate or scale the Cube GameObject
Actual result: You are not able to move, rotate or scale the Cube GameObject
Reproducible with: 2019.4.29f1, 2020.3.13f1, 2021.1.13f1, 2021.2.0b1
