[Canary59] when cursor is locked scroll wheel produces only positive values
-e: see title, when cursor is unlocked you get positive and negative values
--works well in FF52, nightly54 and Chrome56, Edge14
-repro:
--open attached project
--run in Canary59
--after scene loads use scroll wheel
--notice you the values going up and down depending on scroll direction
--press tab to hide cursor
--use scroll wheel again
--NOTICE the values are now only growing no matter the scroll direction
