[WebGL] [Canary] Mouse wheel scrolling when the cursor is locked and hidden only gives negative value
To reproduce:
1) Open attached project and scene
2) Build and run for WebGL
3) Open it on Google Chrome Canary
4) Scroll the mouse wheel - the value changes both in positive and negative
5) Press tab to lock and hide the cursor
6) Repeat step 4 - no matter how you spin the wheel, value is only decreasing
Reproduced in Chrome Canary 59.0.3035.0 (official) canary (64 bit)
Not reproduced in Chrome 56.0.2924.87 (64-bit)
Reproduced in 5.3.6f1, 5.4.5f1, 5.5.2p2, 5.6.0b11, 2017.1.0a3
