Builds run on the second display instead of the main display
Reproduction steps:
1. Open the "Tetris 2022 URP" project
2. Open the "SampleScene" scene
3. Press File -> Build and Run
Expected result: Build runs on current Main Display
Actual result: Build doesn't run on the current Main Display
Reproducible with: 2020.3.37f1, 2021.1.0a15
Not reproducible with: 2021.1.0a16, 2021.3.7f1, 2022.1.12f1, 2022.2.0b3, 2023.1.0a4
Reproduced on: Windows 10
Notes: Build does not seem to be affected by any changes in what display is currently the main display in OS. Running build from explorer also reproduces the issue. Does not happen in every project. Could not reproduce with an empty project
