Building Project unlocks locked Timeline window
Steps to reproduce:
1. Open attached project "TimelineBug.zip" and scene "SampleScene"
2. In Hierarchy window, select the "Timeline" GameObject
3. Lock the Timeline window
4. In Build Settings window, Build the project
5. After Build is completed, observe the Timeline window's Lock state and content
Expected result: The Timeline remains Locked and is focused on the "Timeline" GameObject
Actual result: The Timeline is unlocked and is no longer focused on the "Timeline" GameObject
Reproducible with: 2021.3.32f1, 2022.3.13f1, 2023.1.20f1, 2023.2.0f1, 2023.3.0a14
