Bounds Handle gizmos are not displayed in the Scene View when multiple Inspector windows are added
How to reproduce:
1. Open the attached '1196770-collider-gizmos-are not-displayed.zip' project
2. Open 'SampleScene' Scene
3. Select 'Object' GameObject in the Hierarchy
4. Select Edit Render Bounds in the first Inspector tab
Expected result: BoxBoundsHandle gizmos are visible in the Scene View
Actual result: BoxBoundsHandle gizmos are invisible in the Scene View
Reproducible with: 2017.4.35f1, 2018.4.13f1, 2019.2.13f1, 2019.3.0b11, 2020.1.0a14
