Basic tutorial 3 doesn't let to proceed from step 5 to 6 when using Russian language as windows display language
Steps to reproduce:
1. Go to Windows settings
2. Select Region & language
3. Set windows display language to Russian
4. Open Unity Learn tutorial 3
5. Proceed throughout the tutorial until step 5
6. After step 5 is completed try to proceed to step 6 by pressing Next in the Tutorial window
Expected results: Tutorial continues to proceed to steps 6
Actual results: Button "Next" is unpressable making proceeding to step 6 impossible
Reproducible with: 2018.3.0a5, 2018.3.2f1
Not Reproducible with: 2017.4.19f1, 2018.3.0a4
Notes: Unity tutorial scenes could not be loaded throughout Unity Hub making 2019.1 and 2019.2 versions impossible to test.
