[Backport] [Android] The first video's frame is drawn after some time when the H.264 B-Frames video is used

How to reproduce it:
1. Open the attached project
2. Build and Run it on Android
3. Download a "MZ 103" video and click a "Prepare" button
4. Press the "Slow Mode" Button
5. Press a "Play" Button
6. Observe a timestamp and video in Android phone

Expected result: The first frame is drawn at "00:00.000 (1)"
Actual result: The first frame is drawn at "00:00.067 (2)"

Reproducible with: 2019.4.28f1, 2020.3.12f1, 2021.1.12f1, 2021.2.0b1
Could not test with: 2018.4.36f1
