At lower framerate Editor skips OnPointerUp and OnPointerClick events
How to reproduce:
1. Open user's project
2. Press Play
3. Double-Click Game Window
Expected result: Six events, two OnPointerDowns, two OnPointerUp and two OnPointerClick
Actual result: Four events, two OnPointerDowns, one OnPointerUp and one OnPointerClick
Reproducible with - 2018.3.0a4, 2018.2.0f1, 2018.1.7f1, 2017.4.6f1, 2017.2.3p2, 2017.1.4p2
