AssetDatabase.Refresh() executes slower when compared to previous versions

How to reproduce:
1. Open the attached project("AssetImportPerformance")
2. Go to BugReport > Create 100 assets
3. Observe console

Expected result: AssetDatabase.Refresh takes around the same amount of time regardless of Unity versions
Actual result: AssetDatabase.Refresh takes more time than in previous versions

Reproducible with: 2019.3.0a1, 2019.3.0a11
Not reproducible with: 2017.4.30f1, 2018.4.5f1, 2019.1.12f1, 2019.2.0b10

Note:
- It seems to reproduce only on HDD hard drives. Storing project in SSD hard drive results in expected behaviour even in 2019.3.0a1 and above.

    already try everything on 2019.4.29f1 LTS and every time i hit CTRL + S after making some changes to a public variable in the inspector the project refreshes two times and the second time takes like 6 to 8 seconds i dont understand and i think that my computer would run any unity version im using SSD'S + 48GB RAM DDR4 and GTX 1060 6GB GPU.

    I had this very annoying issue on 2020.1 which was resolved after migrating the project to 2020.3.

    I get the same issues and it's not fixed nor getting any better. I am always loading up projects in 2018, 2019, and 2020 and only 2020 is doing this. Grant you I'm on 2020.2.1f1 now but it seems I save a file, import a texture, or move a file from one location to another and it triggers this which can take up to 90 seconds. I'm going back to 2019 until someone from Unity actually fixes this.

    Same here in 2020.1 . Almost 1 minute to save any script or run the game.

    I am still having this issue, every time I make a tiny change in VS it takes a few seconds to get back to editor.
