[AssetBundles] Terrain Shaders are not loaded in 2019.4 Builds and above when loading the Asset Bundles from 2018.4
How to reproduce:
1. Open the attached "AssetBundles2018.zip" project in 2019.4 or above
2. Open the "SampleScene" Scene
3. Go to File -> Build And Run
4. Observe the Shaders in the Build
Expected result: Terrain Shaders are loaded
Actual result: Terrain Shaders are not loaded
Reproducible with: 2019.4.28f1, 2020.3.13f1, 2021.1.14f1, 2021.2.0b2, 2022.1.0a1
Note:
- The issue is not reproducible in Play Mode

Resolution Note:
There was a breaking change for Terrain for 2019 that requires Asset Bundles with Terrain to be rebuilt to render properly.
