Asset does not get duplicated and no warning occur when duplicating an Asset from the Packages folder
How to reproduce:
1. Create a new project
2. In the Project window select any Asset from the Packages folder
3. Duplicate the selected Asset (CTRL + D or Edit -> Duplicate)
Expected result: the Asset gets duplicated in the Assets folder or a warning is thrown if it can not be done
Actual result: the Assets doesn't get duplicated and no warnings occur
Reproducible with: 2018.4.26f1, 2019.4.6f1, 2020.1.0f1, 2020.2.0a19
