"Assertion failed on expression: 'm_Array[idx].isDelivered == false'" assert appears in bad network conditions
Steps:
1. Build attached porject for standalone
2. Run "Menu" scene in Editor
3. Choose "UnreliableFragmented Test"
4. Press "Start" button and then "Server" buttons
5. Choose "UnreliableFragmented Test" in standalone
6. Press "Start" and then "Connect" buttons
7. Press "Send" button
8. Run clumsy with 5% drop package setting
9. Wait
