[APV] Live Subdivision Preview is unstable, depending on camera position
*Repro:*
Using the attached repro project:
# Add some geometry to the Scene, with an island between distinct areas. Ensure it is static.
# Add a global probe volume
# Navigate to the Rendering Debugger (Analysis > Rendering Debugger)
# Enable "Display Bricks"
# Enable "Live Subdivision"
*Observe:*
As the viewport is orbited, the subdivision preview will become unstable. Bricks will appear and disappear in certain camera positions
*Expected:*
The preview of bricks should remain consistent with geometry position, and subdivision preferences.
