Issue:
Applying a texture to a light in HDRP will cause the light to turn off
How to Replicate:
1 - download "HDRP" package
2 - create a gameobject point light
3 - change the type to rectangle
3 - change the mode to real time
4 - under emission change the texture to any texture
5 - the light should turn off
Versions:
Tested on 2019.3.0a12, 2019.1.13, 2019.3.0a11 - only effects 2019.3.0a12
notes:
only happens sometimes and can be fixed by changing scene after creating each light and then changing back

Resolution Note:
Seems like it's working as intended (as tested on HDRP 7.1.2)
Keep in mind that a cookie applied on an area light lighting a rough surface will very quickly use lower mips of the cookie which might make it seems black if the texture is very dark. Also note that the default size of an rectangle light is pretty small so it will emphasize the issue.
Please check those settings to see if it's not the problem in your case.
