No option to skip video transcoding when launching a Project
Reproduction steps:
1. Open the attached “BugRepro” project
2. Observe the Editor Launch Screen
3. Wait until importing of various mp4 files process begins
Expected result: You can skip the transcoding of mp4 files by pressing “Skip Transcoding”
Actual result: There is no option to skip transcoding
Reproducible with: 2022.2.0a16, 2022.3.27f1, 6000.0.0f1
Not reproducible with: 2021.3.38f1, 2022.2.0a15
Reproducible on: Windows 11
Not reproducible on: No other environments tested

Resolution Note:
It is a regression. However, our new launch screen code requires a additional new feature work to renable this. We appologize for the inconvenience. The Product team will have more details on feature prioritization in the coming weeks.
