API Updater Throws InvalidOperationException when opening a project with a deleted Library folder
Steps to reproduce:
1. Open User-supplied project with the Library folder deleted
2. Inspect Console window
Expected: no circular reference exceptions are thrown
Actual: circular reference exceptions are thrown
Reproduced in: 2018.4.18f1, 2019.2.21f1, 2019.3.3f1, 2020.1.0a25
