Any drop-down menu in the UI Toolkit PanelSettings appears at the last focused location when selecting any drop-down menu in the Inspector
How to reproduce:
1. Create a new project
2. Add a UIDocument to the scene to create a PanelSettings Asset
3. Select the PanelSettings Asset
4. Click on any drop-down menu in the PanelSettings in the Inspector tab
5. Observe the Editor
Expected results: The drop-down menu appears in the Inspector tab
Actual results: The drop-down menu appears in the Project tab
Reproducible in: 2023.2.0a21, 2023.2.16f1, 6000.0.0b13
Not reproducible in: 2021.3.36f1, 2022.3.22f1, 2023.2.0a20
Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested
Notes:
- Only reproducible on the PanelSettings Asset (on other few Assets it was not reproducible)
- The regressed version may not be completely correct, as the closer the versions got to the regressed one, the less the issue started appearing
