Animator changes doesn't get updated when downloaded from Collab
How to reproduce:
1. Open attached project
2. Select Warrior 1_0.controller
3. Select PlayerIdle and turn on Mirror in the Inspector (works with any parameter or value)
4. Publish the changes
5. Delete the current project and re-download it from the Cloud, or download the Animator changes on another computer
6. See that the Mirror parameter didn't save
Reproducible with: 2018.3.6f1, 2018.3.11f1, 2019.1.0b9, 2019.2.0a10
Not reproducible with: 2017.4.24f1, 2018.3.5f1
Reproducible with 1.2.15 package version too.
Actual results: Animator doesn't sync with the changes, therefore the changes aren't applied.
Expected results: Animator should sync with the changes
