Animation window time units remain as frames when changed to seconds

How to reproduce:
1. Open the project "IN_16139"
2. Open the "New Animation" Animation
3. Select the "Cube" GameObject
4. In the Animation window press three dots in the top right corner
5. Select the "Seconds" option
6. Observe the Animation window

Expected result: time units shown as seconds
Actual result: time units shown as frames

Reproducible with: 2020.3.44f1, 2021.3.18f1, 2022.2.6f1, 2023.1.0b3, 2023.2.0a1

Reproducible on: Windows 10 Pro

Notes:
- Also reproducible in a new project
- Changing “Set Sample Rate” to lower than 60 will help visualise the issue better
