Tooltips are not available of any component of the Animation Rigging
Steps to Repro:
1. Create a new Project
2. Install Animation Rigging from Package Manager
3. Create Hierarchy > right-click > Create Empty
4. Select Hierarchy > GameObject > Menu > Component > Animation Rigging > Blend Constraint
5. Hover mouse on Hierarchy > GameObject >Inspector > Blend Constraint > Weight, Constrained Object, Source A etc
Expected Result: Tooltips should have appeared
Actual Result: Tooltips have not appeared
Reproducible on: 2020.2.0a19, 2020.1.0f1, 2019.4.5f1, 2019.1.0a1 with (0.1.2, 0.1.4, 0.2.1, 0.2.2, 0.2.3, 0.2.5, 0.3.3)
Environment: Windows 10 and Mac 10.15
