Animation is not visible in the default Editor state
To reproduce:
1. Open the project “XOrd-rig-bug”
2. Open the Assets → _LOCAL → Rig Anim without Seq → Rig Anim Scene.unity
3. Select in the Hierarchy MrsShort → Rig Setup → Left Arm IK → Left Arm IK_Target
4. Move it up and down, and notice that nothing happens
5. Select “Timeline” GameObject in the Hierarchy
6. Open the Timeline window
7. Click the record button on the “Override 0”
8. Select the same arm as in the 3rd step
9. Move it up and down
Expected result: The animation is visible in all the Editor states
Actual result: The animation is not visible in the default Editor state
Reproducible with: 2020.3.38f1, 2021.3.7f1, 2022.1.11f1, 2022.2.0b3, 2023.1.0a4
Reproduced on: macOS Monterey 12.5 (Intel)
Notes:
- The issue is reproducible when the Animation Rigging package is removed
- The animation is also visible in Play mode

Resolution Note:
Timeline only actively runs Animator updates based on scene changes (like modifying an IK handle) when a track is actively being recorded, and only on the Animators being recorded.
This is done for performance considerations.
The Animator Update that Timeline does is what triggers the IK evaluation, so if it doesn't evaluate, then the character won't react to the IK handles.
We don't expect this to change for the foreseeable future.
