[Android] Video plays at a slower rate when built for Android
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/SampleScene.unity” Scene
3. Switch to Android Platform
4. In Hierarchy, select the “Annoyed Crown Gameplay“ GameObject
5. In Inspector, set the Video Clip to “Annoyed Crown Gameplay“
6. Build and Run
7. Observe the video in Player
Expected result: The video is playing at the original rate
Actual result: The video is playing at a slow rate

Resolution Note:
When VideoPlayer.skipOnDrop is disabled and the game frame rate is lower than the clip's frame rate, it is expected that the resulting movie playback speed will be lower than nominal. In this current situation, playing a 60fps clip while the game is set to run at 30fps - the default for mobile platforms - will effectively play the clip at 0.5x, thus exhibiting an expected slower rate.
