[Android][ShaderGraph] Shader is not rendered on Android when it has normalized Vector3 Nodes that control objects position

Steps to reproduce:
1. Open the attached project "Case_1322517.zip"
2. Build it for Android
3. Launch the app

Expected results: A pink tree is rendered
Actual results: A pink tree is not rendered

Reproducible with: 2019.3.0a12(7.0.0), 2019.4.23f1(7.5.3)
Not reproducible in: 2020.1.0a1(7.0.1), 2020.1.0a26(7.5.3), 2020.3.2f1(10.3.1), 2021.1.f1(11.0.0), 2021.2.0a7(12.0.0)
Unable to test with: 2018.4 (Project breaks)

Note:
-This problem occurs from the Unity version and not ShaderGraph since the same shader graph version reproduces or doesn't reproduce the issue, depending on the Unity version
- Note if the project was opened in a version that does not reproduce the issue, it will not reproduce the issue in the version that is effected
