[Android][OpenGLES] "Failed to get timestamps for frame" errors are thrown out when Optimized Frame Pacing is used

Repro steps:
1. Open QA attached project “repro_1201150”
2. Make sure "Optimized Frame Pacing" setting is used in Player Settings -> Resolution and Presentation
3. Make sure OpenGLES is used as Graphics API
4. Build and Run on Android
5. Observe the device’s log

Actual: "Swappy::EGL: Failed to get timestamps for frame" spammed in the log

Reproducible with: 2019.2.14f1, 2019.3.0b12, 2020.1.0a4
Not reproducible with: 2019.3.0f1, 2020.1.0a5, 2020.1.0a15
