[Android][Mali] Excess time spent in "Gfx.WaitForPresent" when using some "Mali-T830" GPU devices
Reproduction steps:
1. Open "TestHuawei.zip" project
2. Build & Run for Android (Development Build, Autoconnect to Profiler)
Expected Result: The Frame Rate is locked at 60fps ("Gfx.WaitForPresent" ~10ms)
Actual Result: The Frame Rate is below 60fps ("Gfx.WaitForPresent" ~30ms)
Reproduced with: 2020.1.0a15, 2019.3.0f2, 2019.2.16f1, 2018.4.14f1, 2017.4.35f1
Reproduces with: OpenGLES2, OpenGLES3, Vulkan(Affected less)
Note:
Most "Time ms" is taken on "Gfx.WaitForPresent" flag

Resolution Note:
Samsung J7 J730F has a Mali-T830 MP1 GPU vs others having e.g. T830 MP3, i.e. much less powerful device. it's expected to have lower performance.
