[URP] Performance regression when comparing between different streams

Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/ClassicSponza/Scenes/Sponza.unity” Scene
3. Build And Run on an Android device

Expected result: Performance is close to Note10 on similar specification devices
Actual result: Lower performance with similar specification devices compared to Note10

Reproducible with: 2021.3.27f1, 2022.3.1f1, 2023.1.0b12, 2023.2.0a18

Testing environment: Windows 10 Enterprise 21H2

Notes:
- Table features FPS in different Editor Streams
- Low performance in both OpenGLES and Vulkan, but Vulkan performance is worse
- The projects exclude all heavy post-processing and rendering features like SSAO, with only real-time shadows and MSAA x4 active
- Multithreaded rendering is active in the project settings, but it makes no difference to performance if it's disabled
- GPU Skinning is set to CPU
- Graphics Jobs are disabled, but it makes no difference to the performance if it's enabled
- A duplicate report was found that shows the issue also reproduces on *Playstation and Nintendo Switch Consoles*

    Hi, thanks for the detailed report and we acknowledge there is an issue. But given the current resources we have we are ntot able to look into this. We will close the issue as won't fix due to this. If you think it is really critical compare with the current state of U6 please re-open.
