[Android] FixedUpdate scheduling is unpredicatable
Steps to reproduce:
1. Open attached project
2. Observe the logcat output or on screen output
3. Observe that FixedUpdate differential ratio output is greater than ~1.2
Expected result: FixedUpdate scheduling should be consistent on Android
Reproduced in: 2018.3.0a9 - 2017.2.0a2
Not reproduced in: 2017.2.0a1 - 5.6.6f2
Regression since: 2017.2.0a1
Fixed in: 2019.1.0a6
