[Android] Crash in java.lang.UnsatisfiedLinkError when application location is changed to SD card on Android device

To reproduce:
1. Open an attached project or create a new one
2. In player settings change:
GPU skinning to False
Scripting backend: IL2CPP
Target Architectures: ARMv7, ARM64
Internet Access: Require
Install Location: Prefer External
3. In build settings:
Build System: Gradle
Export Project: False
Build App Bundle: True
4. Build and run to android device
5. On android device change the application storage into SD card

Actual result: The application crashes with java.lang.UnsatisfiedLinkError
Expected result: Application should not crash

Reproduced with: 2018.4.4f1; 2018.4.9f1; 2019.3.0b4; 2020.1.0a4
No reproduced in: 2017.4.32f1; 2018.4.3f1

Tested devices:
VLNQA00098, Lge LG G4 (LG-H815), Android 6.0, CPU: Snapdragon 808 MSM8992, GPU: Adreno (TM) 418
VLNQA00285, Samsung Galaxy J4 Core, 8.1.0 Snapdragon 425 MSM8917, Adreno (TM) 308 OpenGL ES 3.0 b28097c0
VLNQA00010, Samsung Galaxy S8 (SM-G950U), Android 7.0, CPU: Snapdragon 835 MSM8998, GPU: Adreno (TM) 540
Can not test on devices with 9 and 10 androids, for some reason can not install the application to SD card.

    It still happens with 2019.2.12f1 on my Android device.

    How often and when does this problem occur? Always/upon launch?
    2019.2.7 points this bug as a known issue, if this problem occurs always then I cant update until this is fixed
