An exported XLIFF format file is missing a 'datatype' required attribute in <file> tag when exporting a Localization Table
How to reproduce:
1. Open the “LocalizationExportBug.zip“ project
2. Open the Localization Tables window (Window > Asset Management > Localization Tables)
3. Select the More Menu (“⋮”) > Export > “XLIFF…”
4. Export the XLIFF 1.2 file to any folder
5. Open the exported .xlf file in any text editor application
6. Observe the text editor application
Expected result: The generated XLIFF file contains a <file> tag with the 'datatype' attribute
Actual result: The generated XLIFF file contains a <file> tag without the 'datatype' attribute
Reproducible in: 1.4.5, 1.5.0-pre.6 (2021.3.36f1, 2022.3.21f1, 2023.2.14f1), 1.5.0-pre.6 (2023.3.0b10)
Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested
