All open scenes are marked as dirty when editing scriptable object that is used in only one scene
To reproduce:
1. Open repro project
2. Open 'Test' scene and drag to hierarchy 'New Scene'
3. Select 'ScriptableObjectOwner' in 'Test' scene
4. In Inspector double click on 'My SO'
5. Edit any value field
Expected: only one scene should be marked as dirty
Actual: all active scenes are marked as dirty
Reproduced on: 5.5.4p1, 5.6.3p4, 2017.1.1p4, 2017.2.0f1, 2017.3.0b4
