All devices dropdown is clickable and does not show any options when no additional devices are connected
How to reproduce:
- Create new project
- Download input system package
- In Project view create new input action file and open it
- Expand "control scheme" dropdown and create new scheme
- - notice All devices drop down becomes enabled -
- Click All devices drop down
Expected result: If dropdown is enabled(expandable) it should show any other options, otherwise stay disabled.
Actual result: Dropdown does not show any other options
Reproduced with: 2020.3.44f1(1.4.4), 2022.2.16f1(1.5.1), 2023.2.0a19(1.6.1)

Seems fixed in 1.8.0 where the device dropdown is no longer active during this flow
