Agent not avoiding another agent, defaulting to the shortest path
Steps to reproduce:
1. Open NavMeshProblem.zip
2. Load Scene Navmesh_Test
3. Enter Play mode
Expected result: Agent 1 figures out a path around Agent 2
Actual result: Agent 1 gets stuck between the wall and Agent 2 (see gif example.gif)
Reproducible with: 5.6.2f1, 2017.1.0f3, 2017.2.0b11
