AfterForwardOpaque command buffer renders too late when rendering dynamic objects
Steps to reproduce:
1. Download and open the attached project
2. Open Scene "DemoSceneWater"
3. Enter Playmode
4. Set "Clouds" to any value besides none
5. Move Camera under the water object
Expected result: clouds are drawn before water in AfterForwardOpaque(renderQueue 11) and are refracted
Actual result: clouds are drawn after the water object
Reproduced on 2017.4f1, 2018.1.7f1, 2018.2.0b10, 2018.3.0a3
