Adjusting Environment Lighting intensity doesn't work until GI is re-baked
Reproduction steps:
1. Open attached project ("GenerateLighting issue.zip")
2. Open the Lightning window
3. Change Environment Lightning -> Intensity Multiplier
4. Open Scene or Game window
Expected result: Light intensity changes
Actual result: Light intensity doesn't change
Reproducible with: 2018.4.24f1, 2019.3.15f1, 2020.1.0b10, 2020.2.0a12
Notes:
- Intensity Multiplier starts to work after clicking Generate Lightning
