Add filter button does not work in Journaling and Archetypes window
How to reproduce:
1. Create a new 3D (URP) Project
2. Open Package Manager (Window -> Package Manager)
3. Click '+' Icon
4. Click "Install package from git URL"
5. Type "com.unity.entities@1.2.0-pre.12"
6. Open the Journalling window (Window -> Entities -> Journalling)
7. Press the "+Add filter" button
Expected result: Upon clicking the Add filter button a context menu appears with filtering options
Actual result: Upon clicking the Add filter button nothing happens
Reproducible with: 1.2.0-pre.12, 1.2.0-pre.6
Not Reproducible with: 1.2.0-exp.3
Reproduced on: macOS Sonoma 14.3 (M1), Ubuntu 20.04
