Actions are not highlighted in Input Actions when navigating using Tab
How to reproduce:
1. Open the attached "inputsys_navigation_issue" project
2. Open the "Controls" Input Actions
3. Select the "A" Action
4. Press the Tab key repeatedly
5. Observe the result
Expected result: A new Action or button is selected when the Tab key is pressed
Actual result: No other Actions are highlighted. Eventually, Tab navigation reaches the "Action Properties" tab
Reproducible in: 1.7.0 (2021.3.43f1, 2022.3.44f1), 1.10.0 (2021.3.43f1, 2022.3.44f1, 6000.0.17f1)
Reproducible on: Windows 11
Not reproducible on: No other environments tested
