Action Map doesn't work anymore after disabling and enabling it when there are multiple Action Maps with shared bindings
Reproduction steps:
# Open the attached project
# Enter the Play Mode
# Observe the “WASD” movement keys' behaviour in the Game View
# Select the “Cube” GameObject in the Hierarchy window
# In the Inspector window, select the “Enable Action Map” and then “Disable Action Map” in the “New Behaviour Script” Component’s Context Menu
# Observe the “WASD” movement keys' behaviour in the Game View
Expected result: The “Cube” GameObject moves when pressing any of the movement keys
Actual result: The “Cube” GameObject doesn’t move when pressing any of the movement keys
Reproducible with: 1.4.1, 1.4.2, 1.4.3 (2020.3.40f1, 2021.3.12f1, 2022.1.20f1, 2022.2.0b11, 2023.1.0a14)
Not reproducible with: 1.2.0, 1.3.0 (2020.3.40f1, 2021.3.12f1, 2022.1.20f1, 2022.2.0b11, 2023.1.0a14)

The 5th step has a typo, it should be "Disable" and then "Enable", not the other way around.
Also additionally worth noting -- if it helps -- that this issue affects the keyboard but not gamepads.
