Able to scroll past the ScrollView bounds when using mouse wheel
How to reproduce:
1. Open the user's attached project
2. Press Play
3. Scroll with the mouse wheel as far as possible
Expected result: Unable to scroll past the set bounds
Actual result: Able to scroll past the set bounds (scrollbar indicator scrolls out of view too)
Reproducible with: 2021.2.17f1, 2022.1.0b14, 2022.2.0a9
Could not test with: 2019.4.32f1 (UI Toolkit unavailable), 2020.3.32f1 (could not get the project to work with UI Toolkit preview versions)
Note: Not reproducible when scrolling with the scrollbar
